Debbie is currently Chief Operating Officer for Blackburn with Darwen CCG. In addition, she is Director of Mental Health Commissioning on behalf of all eight CCGs and the three Local Authorities in Lancashire. The latter role has particularly focused upon a significant programme of transformation and reconfiguration of specialist mental health and dementia services across Lancashire, involving wide scale engagement and public consultation. She is the Senior Responsible Officer for this programme of work, which is a ‘big ticket’ level 3 Quality, Innovation Productivity and Prevention (QIPP) scheme, delivering significant benefits across the health and social care economy. Debbie is a nurse by background and has worked at board level for the last eight years in a combination of Executive and Programme Director roles. She also worked as a senior consultant for the National Institute of Mental Health England (NIMHE), leading on commissioning and primary care. She has particular expertise in whole system service redesign and transformation, stakeholder management and service procurement and mobilisation. She is a recently accredited Gateway Reviewer for the Department of Health for high risk programmes. In Blackburn with Darwen Clinical Commissioning Group (CCG), she leads all elements of day to day business, including the development of the Single Integrated Plan and mobilisation of the emerging commissioning support function both locally and Lancashire wide. She is also leading the development of an Integrated Commissioning Network, in partnership with Blackburn with Darwen Council. Debbie supports all elements of the CCG’s Organisational Development Plan, with particular focus on the CCG’s Clinical Senate, which is an important vehicle for delivering significant clinical and quality improvements.
