Graham has held a number of senior positions in local government  becoming one of the best known chief executives in local government and in 2011 was voted 4th in the 50 most influential local government figures in the country by trade magazine Local Government Chronicle.  Graham started his career as a social worker with Liverpool City Council in 1974 and came to Blackburn with Darwen Council and Primary Care Trust in 2006.  Graham stayed for six years and at this time he was one of five Chief Executives in the country to hold the duel role, leading a unique integration of local authority and health commissioning services.  Prior to his work in Blackburn, Graham was Assistant Director of Liverpool City Council Social Services Department for five years and previously held a number of senior positions relating to workforce development, mental health, and child care social work.  Graham is delighted to be returning to the town and continuing to build on the strong and effective working relationships that have been developed, saying: “I’m really pleased to take up the role of Chair and working back in Blackburn with Darwen.  I’ve kept a close eye on local news over the years as the town is very close to my heart.  “I’m looking forward to the future challenges the CCG faces as we continue to move further forward integrating health and social care.  I’m confident that my experience and knowledge will ensure that our patients continue to receive high quality healthcare services.”
