East Lancashire Child and Adolescent Service (ELCAS) were successful in obtaining funding to roll out a pilot that will provide Personal Health Budgets (PHBs) to support children and young people’s emotional health and wellbeing across Pennine Lancashire. The allocation was awarded to East Lancashire CCG to support the pilot across the two CCGs (East Lancashire and Blackburn with Darwen).
The aim of the pilot is to develop an Implementation Framework for CAMHS Personal Health Budgets (PHBs) that could be used nationally.
Their aim is to reduce referrals to specialist services, therefore the Primary Mental Health Workers will use PHBs to support good mental health and recovery, promote choice and build resilience.
The PHBs will enable children and young people who do not have the financial support to access digital equipment (to access appointments), provide access to sports, leisure facilities or other products to promote their mental health for example: travel costs, equipment to access activities (footwear/cycles) and funding for ‘sub’s for football/netball clubs.
ELCAS have worked with Healthwatch to develop the agreement as below, and will be trialling these from the 10th of March.
